Can I still change my major as a Junior level in college?

You can change your major as many times and whenever you want before applying to graduation. the only thing you need to worry about is the fact that you may have more schooling ahead of you if you change. Majors have pre-reqs that may not be the same in other programs. OR you can have two majors... keep the earth science and add Biology.
