Why the United Nations has proved to be an ineffective tool for furthering world peace.?

The UN is designed to act as a mediator between countries. It however has little political power over the decisions made by rulers in certain countries, as well as little military influence. The UN need general consensus from a majority of nations, and this can be a slow process.
