Why wont my cat stop peeing on my bedding?

Well... My moms friend has the SAME problem. Her cat, Sapphire pees everywhere! She peeed in a dish in her bathroom. So any way if you have a porch you can put a bed out there and let her pee outside. You could get pee pads but that probably wont work very well with the pee pad.
