How can I get a job at 16?

I've been trying to get a job since last summer. I've been applying online and dressed up to apply in person and I even called them over the phone to ask if they have reviewed my application but I have had no luck at all. This is really starting to depress me. I do not have a driver's license and cannot get one until I get a job to pay for my insurance and driving school. My family isn't doing too well and I want to have my own income to help take some stress off my parent's shoulders. I don't know what to fill out on the applications either for references or employment history because I have never been hired. This is stressing me out to the point where I just want to cry. If I can't get a job, my family is screwed. I start off by dressing up, going to whatever place, asking for the manager, asking for an application, and returning the same day with the application filled out with a smile and a promising attitude. What am I doing wrong? I need a job. Please, give me something that might help my chances of finally getting a job and furthering my life.
